Jeff Toothman

Jeff Toothman is a 1991 graduate of St. Clairsville High School. He attended Ohio University (Belmont) Eastern after high school, prior to his enrolling in The Cincinnati College Of Mortuary Science where he graduated Cum Laude with a Bachelor’s Degree in Mortuary Science in 1995. Upon graduation from CCMS he joined his father, uncle and grandfather in the family business, becoming the fourth generation of the Toothman family to serve the Ohio Valley as a licensed funeral director and embalmer.
After serving an apprenticeship, under the direction of his father, and the completion and passing of licensing board exams he became a fully licensed funeral director and embalmer in 1997. In keeping with the laws of the state at the time, he also gained an Insurance License in 1996 enabling him to sell Pre-Arranged Insurance Funded Funeral Plans. Jeff has been employed by the Toothman Funeral Home since 1985 and was named president of the firm in 2012 after 16 years as a licensed professional.
He was presented his 25 year pin and certificate from the Ohio Funeral Directors Association for serving families as a licensed funeral director and embalmer for a quarter century.
In 1997 Jeff married his high school sweetheart, Regan Jean Davenport (a 1993 St. C. High graduate who has worked as a Registered Nurse for Wheeling Hospital, doctors of Wheeling Hospital and who is currently a BSN working in Admissions with Valley Hospice). Regan and Jeff have four children: three daughters, Alexis Jean (Bailey) Balcar (26), Taylor Ann(Noah) Trubiano (25) and Abigail Nicole Toothman (22) and a son, Wyatt Landon Toothman (19). The couple also welcomed their first granddaughter, Emma Jean Balcar on June 17, 2026. Regan and Jeff are planning a wedding for Abigail and Maddox Tennar May 29, 2027.
Jeff is a thirty-eight year cancer survivor, being diagnosed with Ewings Sarcoma in 1988. Blessed by God, and the care received from his family and from many wonderful doctors and nurses, locally and especially at the Cleveland Clinic including the late Dr. Kenneth Marks and Dr. Donald Norris, he enjoys life with a greater appreciation for all of God's blessings. Jeff and Regan are members of Thoburn United Methodist Church in St. Clairsville, where Jeff is a former Chairman of Church Council (Administrative Board), and has served on various committees.
Jeff is a 30 year member of the St. Clairsville Rotary Club, he is a Paul Harris Fellow, served as club President (2000-2001), he served on the Board of Directors and is a former RI Foundation chairman for the club. He is a member of the St. Clairsville Area Chamber of Commerce. Jeff is a former Director of the Board for Belco-Works and former Board Trustee with the Tri-County Help Center.
Jeff is the sixth generation of his family to be a Mason, a three time Past-Master (2007, 2008 & 2018), current Treasurer and former Secretary (2009-2016) of Weyer Lodge #541 F. & A.M. at Centerville, Ohio. Regan and Jeff are members of Weyer Chapter # 515, Order of Eastern Star at Centerville. Jeff is also a member of the Scottish Rite Bodies, Valley of Steubenville.
He is a member of the Ohio Embalmers Association, and is a Past President of the Belmont County Funeral Directors Association. He is a life member of the St. Clairsville Alumni Association. He is a member of the True Sportsman's Club at Jacobsburg and is a member of the NRA.
A passion of Jeff's was coaching his daughter, Tay in fastpitch softball including St. C. Junior Sports and Thunder Fastpitch. His interests include: following most major sports, he is a fan of the Cincinnati Reds, the Cincinnati Bengals, St. Clairsville Red Devil Athletics and enjoying music, movies, hunting, fishing, and spending time with family.

Wiethe, Bill (Cami) Toothman and Jeff (Regan) Toothman all of St. Clairsville and they have seven grandchildren, Chase Wiethe, Rhyanna Wiethe, Alli Toothman, Alexis (Bailey) Balcar, Taylor (Noah) Trubiano, Abigail and Wyatt Toothman; and a great granddaughter, Emma Jean Balcar.
She has worked in the family funeral business since 1968 as secretary, hair stylist, cosmetologist and funeral assistant.
Linda is a member of Thoburn United Methodist Church in St. Clairsville where she is a long-time member of the Choir and is a member of the United Methodist Women and has served on many committees.
Linda is a member and Past Matron of the former St. Clairsville Chapter #510, Order of Eastern Star and current member of Weyer Chapter # 515, Order of Eastern Star in Centerville. She is a former District Deputy of District 15, Order of Eastern Star. She is a member of the St. Clairsville Area Chamber of Commerce and a member of P.E.O. of St. Clairsville.
Her husband Wilson passed away on September 9, 2026.

Phil Kirksey

Phil Kirksey is a 1991 graduate of St. Clairsville High School. He was active in athletics during his years as a St. C. Red Devil. Phil excelled in football in particular.
After graduation he attended Ohio University and Ohio University (Belmont) Eastern. He worked as a manager of two service stations in West Virginia before enrolling in the Cincinnati College of Mortuary Science. Phil graduated from CCMS with a Bachelor’s Degree in Mortuary Science in 2002. He worked for Middendorf-Bullock Funeral Home in Northern Kentucky while attending CCMS. He also continued with the firm after graduation.
After Gaining useful experience in Kentucky he had begun serving an apprenticeship there, but when a position opened with Toothman Funeral Home in January, 2002, Phil came home to St. Clairsville to join the firm. He completed his apprenticeship under the direction of Wilson, Clark and Jeff and passed the necessary licensing exams and is a licensed funeral director and embalmer.
The Toothman family is quite pleased to have Philip working as an employee with the firm. He has been a member of their family for many years. Phil is a member of St. Mary’s Catholic Church in St. Clairsville.
Phil enjoys many outdoor activities, sports, movies and music.

Todd W. Witchey

Todd, a lifelong resident of St. Clairsville, Ohio, and graduated from St. Clairsville High School in 1980.
He joined the U.S. Navy and completed four years of service. He served aboard the U.S.S. New Jersey BB-62 during the police action in Beriut, Lebanon in 1983.
Following his honorable discharge from the Navy he attended the Belmont Technical College and Ohio University with an Associate Degree in Business Management. He graduated from the Cincinnati College of Mortuary Science with a Bachelor's Degree in Mortuary Science. He is licensed in Ohio, West Virginia and Pennsylvania.
Todd was married to the late Lori Ann (Tetlow) Witchey who passed away in 2017. He has two children, Samantha (Josh) Deal and Christian (Brae) Witchey, and a grandson, Rocco Walter Witchey. He is a member of Thoburn United Methodist Church.
Todd is a member of the Flushing Masonic Lodge 298 F. & A.M., the Ohio Funeral Directors Association, Ohio Embalmers Association and Belmont County Funeral Directors Association. He is a life member of St. Clairsville VFW Post 5356 and is serving as First Vice Commander of American Legion Post 159; a life member of the St. Clairsville H.S. Alumni Association; a member of the Fraternal Order of Eagles Aerie # 2541; and a member of the Cave Club in Wheeling, West Virginia.
In his spare time, he enjoys fishing, playing golf and spending quality time with family and friends.

Christian P. Witchey

Christian P. Witchey is a 2016 graduate of St. Clairsville High School where he was a member of the Red Devil football and baseball teams. After graduation he attended Saint Vincent College in Latrobe, Pennsylvania, where he played four years and was the team’s punter and holds many school records, he graduated with a degree in Business Management in 2020.
Christian graduated Summa Cum Laude with an Associate’s Degree from The Cincinnati College of Mortuary Science in 2022. He had worked for Dalbert, Woodruff & Isenogle Funeral Home in Cincinnati while attending CCMS.
After graduation, he returned to Toothman Funeral Home and began serving his apprenticeship under the direction of Jeff, his father, Todd and Phil. Following his apprenticeship and passing the necessary licensing exams Christian became a licensed funeral director and embalmer on October 17, 2023.
In 2024, he married Brae Dipaolo-Witchey, also a 2020 graduate of Saint Vincent College and they reside in Barnesville. They welcomed their first child, Rocco Walter Witchey on August 17, 2026.
Christian is the current President of the Ohio Funeral Directors Association’s District 12 and a member of the Saints Club and the St. Clairsville Rotary Club.
The Toothman family has been blessed to have both Christian and his father, Todd as a part of the family for many years and look forward to many more years growing in the business.

Wilson Lawrence “Digger” Toothman, 76, of St. Clairsville, Ohio, passed away peacefully at his home on Wednesday, September 9, 2026.
He was born November 24, 1949, in Bellaire, Ohio, the eldest son of Virginia Jane Wilson Toothman and William Lawrence “Bill” Toothman. Raised in Jacobsburg, Ohio, Wilson was a 1967 graduate of Union Local High School. He attended Ohio University Eastern in Belmont County before enrolling at the Cincinnati College of Mortuary Science, where he graduated Magna Cum Laude in 1970 with an Associate Degree in Mortuary Science.
Wilson married Linda Ramsay in 1968, and together they shared 58 years of marriage and raised a loving family. In addition to his wife, he is survived by their three children, Denise (A.C.) Wiethe, Billy (Cami) Toothman, and Jeff (Regan) Toothman; an additional son, Phil Kirksey; and an additional daughter, Kathy (Brian) Street. He is also survived by seven grandchildren, Chase and Rhyanna Wiethe, Alli Toothman Williamson, Alexis (Bailey) Balcar, Taylor (Noah) Toothman, Abigail (Maddox) Toothman, and Wyatt (Maddy) Toothman; and a great-granddaughter, Emma Jean Balcar; two sisters, Portia (Conrad) Heydle and Susan (Larry) Vicen; and his brother, Clark (Jean Ann) Toothman; his aunt, Jeanne Schroeder Rawson; nieces, nephews and cousins.
Wilson devoted his professional life to serving families through Toothman Funeral Home, where he worked from 1964 until 2024. Following his apprenticeship under the direction of his father, Bill Toothman, he received his Embalmer License in October 1971 and his Funeral Director License in January 1972. He served as President of Toothman Funeral Home from 1980 until 2012.
His dedication to the funeral profession extended well beyond his family business. Wilson was a Past President of District 12 of the Ohio Funeral Directors Association and served four years on the Association’s Board of Directors, including service on the Master Trust and Health Insurance Committees. He was also a member of the Ohio Embalmers Association and the Belmont County Funeral Directors Association.
Wilson was deeply committed to his community and to service. He served as President of the St. Clairsville Jaycees from 1972-1973 and as State Vice President of the Ohio Jaycees from 1973-1974. During his Jaycee service, he received the Bob Schmidt Award as one of Ohio’s six Outstanding State Vice Presidents. He was named Jaycee of the Year in 1974-1975 and again in 1977-1978, and received his JCI Senatorship in 1979.
A longtime member of the St. Clairsville Rotary Club, Wilson joined in 1974 and served as club president in 1985-1986. He was a multiple Paul Harris Fellow and served as District Governor’s Representative from 1986-1987.
Wilson also served on the Mental Health Board for Belmont, Harrison, and Monroe Counties from 1977 to 1985, including one year as chairman. He was a member of the St. Clairsville Area Chamber of Commerce and a member and former club treasurer of the True Sportsman’s Club in Jacobsburg.
Faith and fraternal service were important parts of his life. Wilson and his family are members of Thoburn United Methodist Church in St. Clairsville. He was a member and Past Master of Weyer Lodge #541 F. & A.M. in Centerville, serving as Master in 1980 and again in 2011, and was currently serving as lodge secretary. He was also a member and Past Patron of the former St. Clairsville Chapter #510 Order of the Eastern Star, now Weyer Chapter #515 Order of the Eastern Star. He was a member of the Scottish Rite Bodies, Valley of Steubenville; Osiris Shrine in Wheeling; and El Tor Grotto in Wheeling.
Wilson was also active in supporting organizations and causes that reflected his interests and passions. He served on the NRA Banquet Committee and the Ruffed Grouse Society Banquet Committee.
Above all, Wilson will be remembered for his devotion to his family, his lifelong commitment to serving others, and the many friendships he formed throughout his life. An avid outdoorsman, he especially enjoyed hunting and fishing.
The Toothman family would like to give special thanks to a special friend, David Basalla for all that he did for Wilson throughout his illness.
Family and friends will be received on Friday, September 11, 2026, from 2 p.m. to 8 p.m. at the Toothman Funeral Home in St. Clairsville, Ohio. A Masonic Funeral Service will be held on Friday at 8 p.m. in the funeral home. The funeral service will be held at the funeral home on Saturday, September 12th at 9:30 a.m., with Rev. Dr. Bradley Call officiating. Burial will follow at Union Cemetery in St. Clairsville, Ohio.

Wilson Lawrence “Digger” Toothman, 76, of St. Clairsville, Ohio, passed away peacefully at his home on Wednesday, September 9, 2026.
He was born November 24, 1949, in Bellaire, Ohio, the eldest son of Virginia Jane Wilson Toothman and William Lawrence “Bill” Toothman. Raised in Jacobsburg, Ohio, Wilson was a 1967 graduate of Union Local High School. He attended Ohio University Eastern in Belmont County before enrolling at the Cincinnati College of Mortuary Science, where he graduated Magna Cum Laude in 1970 with an Associate Degree in Mortuary Science.
Wilson married Linda Ramsay in 1968, and together they shared 58 years of marriage and raised a loving family. In addition to his wife, he is survived by their three children, Denise (A.C.) Wiethe, Billy (Cami) Toothman, and Jeff (Regan) Toothman; an additional son, Phil Kirksey; and an additional daughter, Kathy (Brian) Street. He is also survived by seven grandchildren, Chase and Rhyanna Wiethe, Alli Toothman Williamson, Alexis (Bailey) Balcar, Taylor (Noah) Toothman, Abigail (Maddox) Toothman, and Wyatt (Maddy) Toothman; and a great-granddaughter, Emma Jean Balcar; two sisters, Portia (Conrad) Heydle and Susan (Larry) Vicen; and his brother, Clark (Jean Ann) Toothman; his aunt, Jeanne Schroeder Rawson; nieces, nephews and cousins.
Wilson devoted his professional life to serving families through Toothman Funeral Home, where he worked from 1964 until 2024. Following his apprenticeship under the direction of his father, Bill Toothman, he received his Embalmer License in October 1971 and his Funeral Director License in January 1972. He served as President of Toothman Funeral Home from 1980 until 2012.
His dedication to the funeral profession extended well beyond his family business. Wilson was a Past President of District 12 of the Ohio Funeral Directors Association and served four years on the Association’s Board of Directors, including service on the Master Trust and Health Insurance Committees. He was also a member of the Ohio Embalmers Association and the Belmont County Funeral Directors Association.
Wilson was deeply committed to his community and to service. He served as President of the St. Clairsville Jaycees from 1972-1973 and as State Vice President of the Ohio Jaycees from 1973-1974. During his Jaycee service, he received the Bob Schmidt Award as one of Ohio’s six Outstanding State Vice Presidents. He was named Jaycee of the Year in 1974-1975 and again in 1977-1978, and received his JCI Senatorship in 1979.
A longtime member of the St. Clairsville Rotary Club, Wilson joined in 1974 and served as club president in 1985-1986. He was a multiple Paul Harris Fellow and served as District Governor’s Representative from 1986-1987.
Wilson also served on the Mental Health Board for Belmont, Harrison, and Monroe Counties from 1977 to 1985, including one year as chairman. He was a member of the St. Clairsville Area Chamber of Commerce and a member and former club treasurer of the True Sportsman’s Club in Jacobsburg.
Faith and fraternal service were important parts of his life. Wilson and his family are members of Thoburn United Methodist Church in St. Clairsville. He was a member and Past Master of Weyer Lodge #541 F. & A.M. in Centerville, serving as Master in 1980 and again in 2011, and was currently serving as lodge secretary. He was also a member and Past Patron of the former St. Clairsville Chapter #510 Order of the Eastern Star, now Weyer Chapter #515 Order of the Eastern Star. He was a member of the Scottish Rite Bodies, Valley of Steubenville; Osiris Shrine in Wheeling; and El Tor Grotto in Wheeling.
Wilson was also active in supporting organizations and causes that reflected his interests and passions. He served on the NRA Banquet Committee and the Ruffed Grouse Society Banquet Committee.
Above all, Wilson will be remembered for his devotion to his family, his lifelong commitment to serving others, and the many friendships he formed throughout his life. An avid outdoorsman, he especially enjoyed hunting and fishing.
The Toothman family would like to give special thanks to a special friend, David Basalla for all that he did for Wilson throughout his illness.
Family and friends will be received on Friday, September 11, 2026, from 2 p.m. to 8 p.m. at the Toothman Funeral Home in St. Clairsville, Ohio. A Masonic Funeral Service will be held on Friday at 8 p.m. in the funeral home. The funeral service will be held at the funeral home on Saturday, September 12th at 9:30 a.m., with Rev. Dr. Bradley Call officiating. Burial will follow at Union Cemetery in St. Clairsville, Ohio.

William L. "Bill" Toothman was born December 11, 1924 in Jacobsburg, Ohio. He was a 1942 graduate of Bellaire High School. He attended Ohio University and Ohio State University. Bill graduated Suma Cum Laude from Cincinnati College of Mortuary Science in 1946. He received the A. J. Nunnamaker Award for having the highest overall grade point average in his class.
He served his apprenticeship under the direction of his father, Willis "Doc" Toothman and was fully licensed in 1947.
He married Virginia Wilson in 1949, whom he met while attending Ohio University in Athens, Ohio. They had four children, Wilson (Linda) Toothman, Portia (Conrad) Heydle, Susan (Larry) Vicen and Clark (Jean Ann) Toothman; nine grandchildren, Denise (A.C.) Bill continued on in the family business with his father becoming a full partner in 1952 and purchased his father’s interest when Doc semi-retired in 1955 making Bill the sole owner.
He expanded the business in 1963 to St. Clairsville when he purchased an interest of the Johnston Funeral Home which was one of the oldest funeral firms in the Ohio Valley. Bill purchased the remaining interest in the business in 1969 and the name was changed to Toothman Funeral Home. He served as owner and operator and Director of the Board.
Bill was a hard working, well respected funeral director serving Ohio Valley families for over 60 years. His hard work and dedication paved the way for his two sons, Wilson in 1970 and Clark in 1984 to continue the family business as well as his grandson, Jeff in 1995.
A few of his other accomplishments were: he was one of the founders of the Smith Township Volunteer Fire Department in Centerville; he was a 50 year member of Weyer Lodge #541 F. & A.M. at Centerville; and he was the recipient of the Austin C. Furbee Award honoring outstanding alumni of Ohio University.
Bill died on October 4, 2006 but his legacy continues.

Thomas McGuire in 1924, Doc purchased Mr. McGuire’s interest from his widow, and the name of the firm was changed to W.L. Toothman Funeral Home. His daughter, Mary Dorothy Toothman Warren worked with Doc in the business as a secretary and treasurer for many years prior to her marriage to William "Bill" Warren who operated Warren Funeral Home in Flushing for many years.
Doc was joined in the business by his son William "Bill" Toothman after his graduation from the Cincinnati College of Embalming in 1946. The partnership continued until Doc semi-retired in 1955. He died in 1977, however, he had already set into motion a family dedicated to serving others and caring for the needs of families that have experienced loss. His legacy continues over one hundred years later.

Clark is a member of the Bridgeport Chapter #452, Order of Eastern Star, a member of the Royal Arch Masons of Ohio, Bellaire Chapter #107 and a member of the Royal and Select Masons of Ohio, Bellaire Council #87. He is a member of the American Rabbit Breeders Association. He is a past member and former Director of the Board of the St. Clairsville Area Chamber of Commerce.
His hobbies are hunting, fishing and wood working.
After serving 35 years in the family business, Clark retired on December 31, 2018.

Richard "Dick" Tipton

Richard William “Dick” Tipton, 79, of Bridgeport, Ohio, passed away Monday, August 24, 2026, at WVU Wheeling Hospital.
He was born June 24, 1947, in Wheeling, West Virginia, a son of the late John William Tipton and Betty Jane Howell Tipton.
Dick retired as Vice President of Belmont Savings Bank after more than 30 years of dedicated service. During his retirement, he continued serving others through his work with Toothman Funeral Home, where he worked for 16 years.
A 1965 graduate of St. Clairsville High School, Dick excelled in athletics and remained a devoted supporter of sports throughout his life. He later graduated from West Liberty State College. He played baseball for Maynard in the Ohio Valley Baseball League, enjoyed golfing with friends, and rarely missed an opportunity to attend St. Clairsville Red Devil athletic events.
Dick was deeply committed to his community. He served as assistant chief of the St. Clairsville Volunteer Fire Department and was involved with Habitat for Humanity. He was a member of the St. Clairsville Jaycees, Bellaire-Shadyside Rotary Club, Lions Club and Saints Club.
His faith was an important part of his life. Dick was a lifelong member of Thoburn United Methodist Church, where he served on various committees and faithfully served as an usher for more than 40 years.
In addition to his parents, Dick was preceded in death by his sister-in-law, Carrie Graham Tipton.
He is survived by his wife, Penny Jo Nichols Tipton; his children, Jason Tipton and Melissa (Jim) Dombeck; stepdaughter, Nicole Sampson; brother, John Alan “Al” Tipton; grandchildren, Joshua Tipton and Niko Sampson; and great grandchildren, Malachi and Benjamin Tipton.
Family and friends will be received at the Toothman Funeral Home in St. Clairsville, Ohio, on Friday, August 28th from 10 a.m. until the time of service at 1 p.m., with Rev. Tom Jones officiating. Private burial in Holly Memorial Gardens in Pleasant Grove.
Memorial contributions may be made to the Saints Club, Thoburn United Methodist Church or St. Jude Children’s Research Hospital.
