Warren F. Carter, 80, of St. Clairsville, formerly of California died December 31, 2020 in Wheeling Hospital.

He was born May 22, 1940 in Baton Rouge, Louisiana son of Lionel W. and Anna M. Fox Carter.

Surviving are his sister Donna, nephew Rob (Jennie) Vera, great nieces and nephew, Hanna, Emily and Andrew.

There will be private services only at the convenience of the family. Arrangements are entrusted to Toothman Funeral Home.
