Joyce Ann Palmer, 82, of Jacobsburg died Thursday, December 19, 2019 at her home.

She was born April 9, 1937 in Neffs, Ohio, daughter of the late Edward and Goldie Mae Beilby Kotera.

Joyce was a loving wife, mother, grandmother and great-grandmother and a Methodist by faith.  She worked at Books Shoe Store in Bellaire for 16 years and as secretary of the pulmonary lab at Bellaire City Hospital and Belmont Community Hospital for 26 years.

Along with her parents, Joyce was preceded in death by her husband Donald, "Tater," Palmer, a brother, Bud Kotera, and a niece.

Surviving are her son, Terry Shipley; stepdaughter, Barb (Jim) Stewart; daughter, Vickie Shipley; sister-in-law, Millie Kotera; six grandchildren: Skylar and Alisha Shipley, Brandt, Shane, Blaize and Cherish Stewart; six great-grandchildren; a nephew and 3 nieces.

Family and friends will be received at Toothman Funeral Home in Jacobsburg, Ohio on Sunday, December 22 from 6-8 p.m. where funeral services will be held Monday at 11 a.m. with Pastor Jack Palmer officiating.  Burial will follow in Belmont County Memorial Park Cemetery.

Memorial contributions may be made to the Neffs Fire Dept. or the O.R. & W. Fire District in Shadyside.
