Charles Russell "Russ" "Bud" Hall, 96 of St. Clairsville, Ohio. It is with great sadness that Russ's Family announces his passing on Saturday, December 15, 2018 at Wheeling Hospital while surrounded by his family.

He was born June 10, 1922 in St. Clairsville, Ohio, a son of the late Charles H. Hall and Helen Baker Hall.

Russ was retired superintendent of St. Clairsville Light & Power, a former electrician for Consolidation Coal Company's Georgetown Mine, a U.S. Navy veteran of WWII serving in the Pacific Theatre aboard the USS Louisville, a member of East Richland Evangelical Friends Church and American Legion Post 159 in St. Clairsville.

In addition to his parents, he was preceded in death by his wife, Wilma Irene Passmore Hall; brothers and sisters, Eleanor Passmore, Hazel Floyd, Ada Lou Boughner, Dee Hall and Joseph "Buzz" Hall.

Surviving are four children, Gary Hall of St. Clairsville, Jack (Jean) Hall of Indiana, Jeanne (Jim) Cooper of Idaho, and Becky (Mike) Mozena of St. Clairsville; a sister, Bonnie Seckman of Cambridge, Ohio; 11 grandchildren, 13 great grandchildren; 1 great great grandchild.

Friends will be received at Toothman Funeral Home in St. Clairsville on Thursday from 3 to 7 p.m. where services will be held on Friday at 11 a.m. with Rev. Terry Lucarelli officiating.

Belmont County Veteran's Association will provide full military honors on Friday at 10:45 a.m. at the funeral home.

A private burial will follow in Glencoe Cemetery.
