He was born July 19, 1952 in Martins Ferry.
Bill is survived by his son, Jason Woods; two brothers, David and Robert Woods and a sister, Lisa Woods.
Visitation will be held at Toothman Funeral Home in St. Clairsville on Tuesday from 5 to 7 p.m.
